Following are the main provisions of the Wye II Memorandum:The last two points of disagreement, which had been holding up the accord after nearly two months of negotiations, were the release of Palestinian prisoners and the date for concluding a framework agreement for the final-status talks. The final-status issues include borders, the fate of Jerusalem, Palestinian refugees, Israeli settlements and water sharing.
Palestinian prisoners
Israel will release 200 Palestinian prisoners one week after the signing of the accord, and another 150 on 8 October. Israel and the Palestinians will set up a joint committee to draw up the list of prisoners who will be released on those dates. The committee will also recommend additional lists of detainees for release.Final-status negotiations
The two sides will "make a determined effort" to conclude a framework agreement on all permanent-status issues five months from the resumption of the final-status negotiations. The final-status accord itself will be concluded within one year from the date final-status talks resume. The permanent status talks will resume no later than 13 September.Israeli withdrawals
One week from the signing of the accord, Israel will transfer seven per cent of the West Bank to the Palestinians. On 15 November the Israelis will hand five per cent of the West Bank to the Palestinians. On 20 January, Israel will turn over 6.1 per cent of the territory to the Palestinians.Passage between West Bank and Gaza Strip
A southern "safe passage" through Israel that links the West Bank and Gaza Strip will be opened on 1 October. The two sides will agree on the location of a northern passage no later than 5 October. No more than four months after the location is chosen, a temporary northern passageway will be set up. Between the northern and southern crossing points, Israel will facilitate arrangements for movement between the West Bank and Gaza using "non-safe passage routes."Gaza port
The Palestinians will begin construction of a port for Gaza on 1 October.Hebron, West Bank
Shuhada Road, which runs along the Jewish enclave in Hebron, will be opened to Palestinian vehicles in two phases. The first has already been carried out. The second will take place no later than 30 October. The Hasbahe market will be opened no later than 1 November.
