AMID conflicting speculations about the scope of the changes that should be expected, Prime Minister-designate Atef Ebeid was due to continue consultations today and tomorrow on putting together the final shape of the cabinet line-up before presenting it to President Hosni Mubarak. A swearing-in ceremony has been tentatively scheduled for Saturday.
The ups and downs, as well as contradictory reports in the Arabic- language press, apparently resulted from the secret nature of the consultations. Since Ebeid was asked by Mubarak to form the cabinet on Tuesday, the nature of the anticipated changes has been the talk of the town.
It was suggested that several key figures would remain as cabinet members, although not necessarily in the same posts. These include Youssef Wali, Safwat El-Sherif, Kamal El-Shazli and Farouk Hosni. There was a consensus among observers that the cabinet reshuffle would not include the foreign ministry, and that Economy Minister Youssef Boutros Ghali and Minister of the Environment Nadia Makram Ebeid seemed unlikely to lose their posts.
Other names that were mentioned as possible newcomers include Mohamed Shaker, an engineering professor, Amina El-Guindi, secretary-general of the Childhood and Motherhood Council, Alieddin Hilal, dean of Cairo University's Faculty of Economics and Political Science, Hitler Tantawi, chairman of the Administrative Control Authority, Ahmed Fadel, chairman of the Suez Canal Authority, and Mustafa Abdel-Qader, governor of the southern province of Minya.
