Shuffling along

President Hosni Mubarak issued a decree on Sunday providing for the appointment of 26 governors. Six governors survived in their current posts, four changed governorates while the remaining 16 were all new appointees. The new governors were sworn in on Monday by President Mubarak who, later in the same day, chaired their first meeting.

The reshuffle had been expected since Mubarak took the oath of office for his fourth six-year term on 25 October.

The new governors are: Ahmed El-Leithi, chairman of the Holding Company for Agricultural Development (Al-Beheira); Maj. Gen. Mustafa Kamal, deputy Cairo governor for the Eastern area (Port Said); Maj. Gen. Mohamed Mustafa El-Shinnawi, assistant to the interior minister for the eastern Delta (Al-Daqahliya); Abdel-Azim Mursi, dean of the Faculty of Law at Mansoura University (Damietta); Emad Abul-Ela, chairman of the Eastern Cotton Company (Al-Sharqiya); Fathi El-Said Ibrahim, vice-president of Cairo University (Gharbiya); Samir El-Kholi, a professor of agriculture at Al-Menufiya University (Al-Fayoum); Hassan Mustafa, assistant to the justice minister (Kafr Al-Sheikh); Maj. Gen. Ahmed Hammam, assistant to the interior minister for the economic sector (Assiut); Maj. Gen. Hassan Hemeida, first assistant to the interior minister for Central Security Forces (Minya); Maj. Gen. Adel Labib, deputy chief of the state security investigation department (Qena); Fouad Saadeddin, deputy chief of the intelligence service (Ismailia); Maj. Gen. Ahmed Abdel-Hamid, assistant to the defence minister (Northern Sinai); Maj. Gen. Samir Youssef, assistant to the defence minister (Marsa Matrouh); Maj. Gen. Salmi Selim, chairman of the Luxor Supreme Council (New Valley); and Maj. Gen. Seif Galal, grand chamberlain (Suez). Maj. Gen. Mahmoud Khallaf, commander of the presidential guard, was appointed as chairman of the Luxor Supreme Council.

Cairo Governor Abdel-Rehim Shehata, Alexandria Governor Abdel-Salam El-Mahgoub, Sohag Governor Ahmed Abdel-Aziz Bakr, Beni Suef Governor Said El-Naggar, Red Sea Governor Saad Abu Reeda, and Southern Sinai Governor Mustafa Afifi all retained their posts.

Adli Hussein, former governor of Menufiya moved to Qalyubiya; Mahmoud Abul-Leil was transferred from Kafr Al-Sheikh to Giza; Othman Shahin from the New Valley to Menufiya and Kamal Amer from Marsa Matrouh to Aswan.

During an hour-long meeting, President Mubarak told the newly-appointed governors that Cairo "depends on the executive and political leadership in every province to help in solving the problems of the people". The essential duty of a governor, Mubarak continued, "is to establish contact with the grassroots, become acquainted with the real life problems of the people, and make realistic decisions." He stressed the "importance of facilitating investments and removing the obstacles that investors face, taking into consideration equal opportunities and avoiding favouritism."

Mubarak said that "priority should be given to housing projects, whether implemented by the governorates, the Housing Ministry or non-governmental organisations."
