AN ADVISER to Palestinian President Yasser Arafat yesterday denied a report published in the Israeli daily Haaretz saying that the Palestinians have proposed a final peace settlement including an offer to cede West Bank territory containing large blocs of Jewish settlements to Israeli sovereignty. Haaretz said the plan was posed by Arafat during talks in the Washington last week. Adviser Nabil Amr said the report was "woven by a fertile imagination", but US officials speaking on condition of anonymity said there are some elements of truth to the claim.
The newspaper report comes at a time when Palestinians and Israelis are trading accusations on failure to take the final status talks seriously. Both sides have acknowledged difficulty in meeting the 13 February deadline for reaching a "framework agreement" -- an outline for an agreement on the thorniest issues dividing the two countries.
Meanwhile, the Palestinian leadership has invited representatives of the opposition to attend a meeting of the Central Council of the Palestine Liberation Organisation on 2 February in order to discuss the issue of Palestinian statehood.
