Grave breaches

A PARIS-based human rights group has accused Israel of violating its international commitments through discriminatory treatment of its Arab citizens. The report by the International Federation of Human Rights, issued yesterday on the eve of a visit to France by Israeli Prime Minister Ariel Sharon, said Israeli Arabs suffered from direct and indirect discrimination.

It warned that the repression they had suffered since the beginning of the uprising last September risked accentuating the divide between the State of Israel and its Arab population. Based on its fact-finding mission to Israel in December and March, the group recommended nine specific steps to end discrimination. They include removing any reference to ethnicity on Israeli identity cards and allowing Arab political parties which do not support the central Jewish character of Israel to contest elections, Reuters reported.

Al-Nabaa banned

THE ADMINISTRA- TIVE Court decided yesterday to revoke the licence of Al-Nabaa newspaper and impose a ban on its publication. Al- Nabaa, a privately- owned weekly, had triggered unprecedented protests by Coptic Christians by publishing in mid-June allegations that a defrocked monk had sex with women inside Deir Al-Muharraq Monastery near Assiut and that he secretly video- taped his affairs to blackmail his victims. Using sensational headlines, the newspaper also published indecent photos taken from a videotape.

Yesterday, judge Magdi El-Agati approved a request by the Supreme Press Council to ban the weekly newspaper and revoke its licence on the grounds that its action violated publication laws.

The newspaper's publisher and chief editor, Mamdouh Mahran, is standing a separate trial before a State Security Misdemeanours Court. (see p.3)
