Transfusion underway

Naguib Mahfouz I have closely followed the attempts of Amr Moussa, the new secretary-general of the Arab League, to reform this important institution and revive its role as an effective agent of change. And indeed, his efforts seem to bode well for the future of the organisation and the political conditions of the region in general.

There are those who enter an institution and accept it as it is, warts and all. Then there are those who are eager to make their institution better, to rectify its faults and reinvent its structure. The latter attitude is especially commendable in the case of an institution like the Arab League, which has undergone no change at all since it was founded some 50 years ago.

Amr Moussa belongs to the second, rarer kind of administrator: as soon as he assumed his post, some two months ago, he began implementing his programme of reinvigoration. The league under Moussa is promised much- needed changes in strategy and planning, and may well resume an indispensable regional role.

Among the dreams that have crossed my mind are an Arab court of justice modelled on the International Court of Justice in the Hague, and a programme of cultural cooperation that capitalises on existing cultural unity, paying attention to aspects of Arab life over and above politics and economics. And if this doesn't happen under Moussa, I don't know when it will.
