INTO THE ABYSS: Terror strikes in New York and Jenin; will it blight Afghanistan too? Whoever fights monsters, warns Nietszche, must see to it that in the process he does not become a monster. He who creates them, the current climate seems to suggest, must anticipate the possibility that they will turn against him. By sponsoring terrorism to suit its own interests, at home and abroad, the US government may have unleashed a Frankenstein upon the world -- and primarily upon its own citizens, innocent victims of last week's tragedy. The world, still reeling from this devastating blow, mourns their loss; yet fear, too, has raised its head, for it will not be easy to contain this phantom foe, whose multiple manifestations seem to fade and die, only to spring, renewed, from their own ashes
