When you visit an Arab village and then a Jewish one, you realise the Arab village is 25 years behind, says Arab Knesset member Ahmed Tibi. Discrimination is palpable in Arab parts of Jerusalem where there is less local government funding, a lower quality of state services and welfare and almost no construction permits are issued to Arabs.
