![]() Libyan leader Muammar Gaddafi is an optimist -- sometimes. One of those times was earlier this week at the conclusion of the Arab summit he hosted in the coastal city of Sirte. Gaddafi is also known for his temperament, and his mood swings cannot be foreseen. One thing for sure, though, he's a man of novel -- more often than not off-beat -- ideas. Gaddafi's determination and enthusiasm are all too visible these days as he tries to shake things up in the Middle East.
