Constitutional Declaration
In keeping with the desire to achieve progress for our people, the Higher Council of the Armed Forces has issued the following decisions:
First: The constitution is to be suspended.
Second: The Higher Council of the Armed Forces is to assume the running of the state's affairs on temporary basis for a period of six months or until the elections are completed and a president is elected.
Third: The chairman of the Higher Council of the Armed Forces is to represent the Council before all parties at home and abroad.
Fourth: The People's Assembly and the Shura Council are to be dissolved.
Fifth: The Higher Council of the Armed Forces is to issue decrees having the power of law during the transitional period.
Sixth: A committee is to be formed to amend some of the articles in the constitution and to determine the ground rules for holding a referendum on them.
Seventh: The government of Dr Ahmed Mohamed Shafik is to continue to work until a new government is formed.
Eighth: Elections for the People's Assembly and the Shura Council and the presidency are to be held.
Ninth: The state is committed to implementing international agreements and conventions to which it is part.
