Socialist initiative on Yemen

Medhat Al-Zahed outlines the stance of the Yemeni Socialist Party on the foundations and mechanisms of a political settlement to the Yemeni crisis

Inspired by its sense of duty to the nation in the face of the catastrophic dangers that loom over the present and future of the Yemeni people and their country, the Yemeni Socialist Party proposes this project for a political settlement to the crisis. Drawing on the substance of the national dialogues that have taken place, the initiative seeks to remedy the new and worsening manifestations of violence and destruction in their domestic and foreign frameworks and to avert the disastrous consequences they forebode. It therefore seeks to accomplish the following objectives:

1. An immediate halt to the war over the south, the immediate withdrawal of military and security forces, militias and armed people’s committees from the city of Aden and other zones of conflict and warfare, the immediate halt to aerial strikes and military operations (Operation Decisive Storm) and steps to remedy its repercussions and casualties and to normalise military and security conditions in the country.

2. The resumption of national dialogue aimed at achieving a lasting political settlement that revives confidence in the consensual political legitimacy of partnership in the competent agencies of government by implementing the tasks of the interim phase in accordance with the Gulf Initiative and its mechanisms, and outputs of the national dialogue, the National Peace and Partnership Agreement, and the relevant resolutions of the international community.

3. To prevent the collapse of the state and the transformation of Yemen into an arena of chaos, disintegration, terrorism and civil war, or into a theatre for settling regional and international scores.

4. To prevent the fragmentation of Yemeni society and keep it from sliding into social conflicts and divisions on sectarian or regional bases.

5. To ensure that there will never be a return to the system of corruption and despotism.

6. To set into motion serious and urgent efforts to prevent economic collapse and avert regional and international isolation, and to rebuild equal and balanced bilateral and multilateral relations and connections with others so that Yemen can become a constructive and active player in its regional and international environment.

 

Mechanisms

1. Under the supervision of representatives of the international community (the UN and Security Council) and the regional community (the Gulf Cooperation Council and Arab League), a joint (Arab-Yemeni) security and military committee consisting of representatives of Arab states and impartial national figures will oversee the effective implementation of the halt to warfare and military operations and the measures for disarming militias and armed people’s committees. It will also take all necessary measures to achieve communal peace and security, to normalise military and security conditions, to reconstruct destroyed infrastructure and to rebuild the institutions of the army and police on the basis of professional and national principles in accordance with the outputs of the national dialogue conference.

2. The return of all political parties and social forces to the political process and the national dialogue table, the only safe route to a resolution to the worsening national crisis. They must resume a responsible, serious and equitable process of talks in a suitable and agreed upon neutral place and with the participation of all political parties and social components, inclusive of those that had not participated in previous dialogues, and especially the factions and active parties in the south, by means of representatives endowed with full legal authority to represent their constituencies, and mandates to take decisions on their behalf. The process will take place under international supervision and lead to the return of all stakeholders to the political process within the framework of its consensual frames-of-reference as embodied in the Gulf Initiative and its executive mechanisms, the outputs of the national dialogue, the National Peace and Partnership Agreement and pertinent resolutions of the international community, and with the aim of reaching a lasting and balanced national political settlement that embodies the partnership between all political parties and social components that took part in the political process and that binds all parties to the fulfilment of all obligations and requirements needed to transcend the aspects of the current crisis and to return to the political process in accordance with the substance and provisions of this settlement.

 

Components of the initiative

1. The immediate cessation of the war over the south and the immediate withdrawal of military and security forces, militias and armed people’s committees from Aden and other zones of conflict and warfare; the immediate release of prisoners, detainees and victims of enforced disappearances; and the immediate cessation of the aerial strikes and military operations of Decisive Storm and immediate commencement of measures to remedy its repercussions, consequences and casualties. Foremost among the measures that must be taken in this regard are to facilitate the arrival of urgent humanitarian relief, assistance and medical care to the wounded, distressed and other victims, and to commence reconstruction of the areas that have been damaged by warfare and military operations.

2. The immediate commencement of the processes of withdrawal of the militias and armed people’s committees and their handover of weapons and military equipment to the state; the completion of their withdrawal from government institutions, agencies and other public and private locations in all governorates, especially Sanaa and Aden; and immediate steps to normalise the political, security, military and administrative conditions in the capital, Sanaa, and other Yemeni cities, and to retract all unilateral military, security and administrative measures taken since the outset of 2015.

3. The return of the government of independent technocrats to resume their powers and duties during the interim period or to act as caretakers until the creation of a new technocratic national partnership government.

4. Reform the institution of the presidency in a manner the bolsters a broad-based national partnership and enhances its efficacy in undertaking the tasks of the interim period and successfully implementing the outputs of the comprehensive national dialogue.

5. Agree on political and security measures and arrangements to be applied stringently during the interim period under regional and international supervision and oversight in order to:

a. Ensure the creation of the nucleus of a military and security establishment consisting of patriotic officers untainted by corruption and uninvolved in the current internal warfare who shall put into effect the urgent military and security measures that are required to achieve communal peace and security during the interim period.

b. Ensure that the government undertakes the measures to rebuild the institutions of the army and police on the basis of national and modern professional principles, so as to enable them to perform their national military and security duties worthily and effectively, and so as to render them capable of protecting the consensual political process and the institutions of the civil and democratic state and of safeguarding civic rights and freedoms and the legitimate interests of all Yemenis without exception.

c. Forestall tendencies on the part of political and social parties to take decisions on matters pertaining to the general national interest unilaterally and outside the framework of national consensus and partnership during the interim period.

d. Prevent any attempt on the part of any political or social party to seek recourse to force in order to achieve their own political aims.

e. Ensure the adoption of a comprehensive national strategy, led by the government in the framework of a broad-based national political and social partnership, to combat terrorism and eradicate its sources and the environment that breeds it.

f. Ensure the adoption of a balanced and equitable foreign policy with countries in the regional environment that embodies common vital interests and enhances bilateral relations in a manner that serves the legitimate interests of the countries and peoples of the region.

6. The resumption of the political process in an effective manner from where it ended before January 2015 and to work, within the framework of an effective and durable executive mechanism, to complete the tasks of the interim period during a difficult transitional period that should not exceed two years at most. These tasks are:

a. To remove all military, security and political leaders responsible for undermining the political process and igniting warfare against the cities of the south and other governorates of the republic from the forthcoming political process, and to strip them of any immunities and to take harsh punitive measures against them.

b. To immediately begin implementation of the outputs of the national dialogue and the National Peace and Partnership Agreement and its security annex, including the article pertaining to the need to review the question of “the regions”, and to complete the implementation of the process of peaceful transfer of authority in accordance with the Gulf Initiative and its executive mechanism.

c. To rectify the status of the bodies and institutions charged with ensuring the implementation of the outputs of the national dialogue (the presidency, the government, the Shura Council after reordering its status, and the national committee for monitoring and supervising the outputs of the dialogue) and to enhance their performance in undertaking the duties and tasks with which they are charged in accordance with the document of guarantees from the national dialogue and the principles of national consensus and partnership.

d. To begin discussion and modification of the draft federal constitution, in accordance with the outputs of the national dialogue and in the framework of the national committee for monitoring the outputs of the dialogue (after the status of that committee is rectified on the basis of the resolutions in this regard that emerge from the comprehensive national dialogue) and the National Peace and Partnership Agreement, so that the draft constitution can then be put to public discussion and popular referendum.

 e. To generate the appropriate legal and security environment to hold free and fair parliamentary and presidential elections in the context of the process of laying the foundations for the new federal civil state and in accordance with the provisions of the new constitution ratified by plebiscite.

f. To begin implementation of a comprehensive national strategy, in which all national forces and energies take part, to halt economic deterioration, to fight corruption, smuggling and tax evasion, to recover plundered moneys and assets, and to confront acts of violence, destruction and civil strife.

7. Immediate action to remedy the southern question in accordance with a durable executive mechanism that oversees the implementation of tangible measures that translate into action the outputs of the national dialogue, the provisions of the charter on the just solution to the southern question and the relevant points from the national dialogue conference in a manner that is consistent with the principles of the democratic and civil federal state and that embodies the legitimate political choices that reflect the will of the people of the south.

8. The political parties and social components involved in this settlement undertake, in the presence of and under the supervision of representatives of the international community, the UN, the GCC and the Arab League, to commit themselves to implementing, and to do all that is necessary to create an environment conducive to implementing, the provisions and principles of this settlement and those of previous agreements and understandings. They also call on the international and regional communities to abide by their commitments to the Yemeni settlement, to provide guarantees for its optimally effective implementation, so as to obviate all evasion or obstruction, and to promote all efforts to ensure its success. All parties shall abide to the common stance that rejects all irresponsible practices and actions by any party whatsoever, whether individual or entity, that deliberately obstruct and hamper the political settlement process, and they shall determine strict punitive measures to punish the obstructers, expose them to the Yemeni people and the regional and international communities, and to bring them to full legal and moral account for those practices that should not be allowed to pass with impunity.

Finally, the Yemeni Socialist Party sincerely and wholeheartedly appeals to all national political and social forces to undertake their patriotic duty at this critical historic moment in the life of our people and nation, and to respond positively to this project for a political settlement that seeks an immediate halt to the war, killing, destruction and bloodshed that our country is experiencing and that promotes a sincere and well-intentioned return to the political process in order to generate comprehensive national remedies to the facets of the current crisis. The only way to realise a just and lasting solution to this crisis is to return to the dialogue table, to resume the effective political process and to ensure the practical implementation of the outputs of the comprehensive national dialogue conference and all relevant agreements and national understandings.
